It'd be better to wait for Skylake, but if you're dead set on Haswell, go for whichever one you can afford. If you can afford the 4790K, go for it!
 
Also, don't let CPU budget interfere with GPU budget.
 
If it comes to either/or, i5 4690K + better GPU > i7 4790K + less powerful GPU

Better yet... How do you deal with upgrade itch when you CAN'T upgrade any more?
 
I have a i5 4690K and 2 980s all watercooled with the biggest radiators possible in my case. Also, have 3 SSDs in RAID 0 (No HDDs).
 
I could upgrade to a 4790K, but there's no benefit for just gaming. I will most likely upgrade to Skylake though.

I got advice for you. Don't get ASRock.

Nice! Pretty good temps for the stock cooler.I recommend you get a Hyper 212 EVO. Nothing but great things to say about it. And best price to performance IMO.

Idle doesn't matter that much. But yes, those temperatures are great.
Load temps are what matter the most. For example, my 4690K (watercooled) idle temps are around 30°C

H440 has pretty good rad support. So does the Air 540. I used to own the Air 540, and I wouldn't justify replacing the H440 over it. Plus, the H440 has sound dampening.

Kingston V300 SSDs are garbage. Samsung, Intel, Crucial SSDs are a lot better.

GTX 970 is enough. And I'd rather go 2 970s than 1 980.

I wouldn't go 980. I got one and I kind of regret not going with the 970. (A little less now with the 3.5GB controversy). It's only like 15% less performance and almost half the price.
Also, R9 290x is a really good choice. You can get 1 for $300 new (Newegg US). 2 for $600, and it is more than enough to max out 2 1080P Monitors.

I know one thing. For that price range, I'd go AMD CPU and a R9 280x
