It might be a decent idea to look at getting an old quadro or titan. The cheap ones usually aren't that great for performance, but they have a ton of VRAM for their performance level. You can get Quadro M2000s on ebay for about $130, and they have similar performance to a GTX 950 in terms of CUDA but with 4GB of VRAM
 
nvm didn't see you could get a 960 for cheaper. Still might be a decent idea to look into though

There is a way to get single core turbo to go all core on those xeons so it won’t be that bad.

I dont think they will but im not really sure. They already have 5000 series ryzen so idk why they would release a old zen 2 apu to public. I would wait for 5000 series apu.

I put the games I play the most on my ssd so they have the fastest load times and everything else or some really big games I put on my hdd.

The HP Pavilion is locked down as far as I know. HP usually enforces the long term turbo power limit equal to the TDP which is 15W. You will not be able to use software to go beyond this 15W limit.
 
There is no need to set the turbo time limit to 3+ million seconds. Set this back to 28 seconds. The PP0 Turbo Time Limit is not used so the slider can be dragged all the way to the left (0.0010s). This CPU cannot be overclocked so you can leave the turbo ratios at their default values; 40, 40, 37, 37. Your CPU is using Speed Shift Technology so do not check the Set Multiplier option. Set Multiplier does not do anything when SST is enabled. I have not seen any recent laptops using Clock Modulation throttling so no need to check the Clock Mod box and no need to check the Non Turbo Ratio Lock option.
 
What does ThrottleStop report for C0% when your computer is idle at the desktop with only ThrottleStop open? Your screenshot shows you were either busy working on something or else you have a lot of junk running in the background. Here is my 8550U for comparison.

If your idle C0% is way higher, open the Task Manager, go to the Details tab and try to find out what is running on your computer. You can also try using the Resource Monitor. These are low power CPUs and you have locked power limits so you need to keep an eye on useless background tasks.
 
Have you tried checking the High Performance box? This will switch to the Windows High Performance power profile. Switch back to Balanced if this does not help.
 
Have you tried setting the Speed Shift Min and Max variables both to 40?
 
I feel like you have made a lot of progress already. Now that your laptop is not being forced down to 400 MHz, your YouTube videos should play smoother.

It is much better now and I was in a google meet for school and had a bunch of tabs open so that's what was running in the background. Thank you for helping and turning speed shift min up to 40 helped a lot.

There is 2 versions of the gt 1030 one wiht ddr4 and one with gddr5. DON'T but the ddr4 one.

He said not to buy it unless you are serious about overclocking becase a 3800xt will overclock higher than a 3800x.

You need a s490 motherboard to run the ram at 3200mhz and I would recommend getting a cooler like a hyper 212 or something because it is much better than the stock cooler. It should be quieter with a hyper 212 than a stock cooler.

if you have the motherboard manual it will say there but one of those is cpu fan and the other one could be for an aio pump or a second cpu fan.

Get a 1650 with a 6 pin power connector and if your psu doesn’t have a 6 pin pcie connector you could get an adapter.

You should upgrade your whole system and get a decent b450 or b550 motherboard with a 3600 or a 3300x.

It should still be good in 3 years. A 1080 ti or a 980 ti are still good.

You only need the 6+2 pin.

I think it is worth upgrading but I think you should try and find an 8GB one instead. 

PCIe 2.0 is the same as 3.0 but slower so a low end gpu like a 1650 doesn’t need the extra speed it will only make a difference on really high end graphics cards. When my gtx 1050 was on pcie 2.0 it didn’t make any difference going to 3.0.
