Will there be a huge bottleneck?

Hey, is there gonna be a huge bottleneck if a GPU of PCIe 3.0 (i.e. ASUS GTX 1650 4GB OC) is connected on a slot of PCIe 2.0 in terms of performance and it's potential? If there is how by how much could it "bottleneck"? I've heard people saying that such cards are nowhere of using the full potential of PCIe 2.0 in terms of speed nor practical benefits, Thank you.

You mean no where near 3.0. They can and have but not in the same way that card will. 
If it’s 2.0 x16 it’s more than enough for that.

I know we're nowhere near the saturation point of PCI-e 3.0; not sure when it comes to 2.0, though.

Did you test boot it, before you built in into the case?

I've seen some guy said that "Most GPUs aren't even close to saturating pci-e gen 2 x16 speeds." on a post on this forum where a guy asked about using the GTX 1650 Super on PCIe 2.0 x16. And yeah I meant about the GPU (ASUS GTX 1650 4GB OC) one on my Server (HP ProLiant Ml110 G6) PCIe 2.0 x16 slot, it does also say the slot x16 supports 45W but I had an PNY Quadro 2000 version which it was 66.8 Watt and it worked just fine, so I guess the slot should produce even 75 Watt needed for that GPU and be working fine, if i'm right? What's the loss here ? What do I lose for having it on PCI-E 2.0? What's the disadvantages, i mean all the disadvantages? No matter the big or small ones nor even "noticable ones on real time practice" or in gaming ones

Also what speeds does this card fully utilize at all?

P.s: I don't really need to care about other cards, i just need to know for my card that I stated up. Thanks

You don't lose anything with that card at 2.0x16. No disadvantages.

Plenty of YouTube videos explaining this. Gamer nexus has done plenty and have a lot of notes if you want a long answer and can understand it.

If you are just gonna suggest people what to watch and what to do then I don't know whats the point of this whole forum. I've literally stated everything what I wanted to ask, if you are capable of understanding my questions, you are more than welcome to answer them. PCIe 2.0 is the same as 3.0 but slower so a low end gpu like a 1650 doesn’t need the extra speed it will only make a difference on really high end graphics cards. When my gtx 1050 was on pcie 2.0 it didn’t make any difference going to 3.0.

no. only just recently the 2.0 bandwidth got saturated 

by a 2080ti. a 1650 or a super wont even come close the maximum bandwidth  of 2.0.

Not sure how much more information you need told to you. Already stated the card you have won’t be an issue. In what level do you want that broke down? 2.0 16 is as good as 3.0 x8 and that card won’t max that out nor will there be any compromises. But that is what I said several times now. You asked, I answered. If you want specifics, learn the terms and specifications and ask and put them. Assuming you don’t know them is why I referred to A video, as they are better this this kinda thing.

Won't max that now hm? How clear should I even make my question? I realized the first one was still not enough for you to get it, so I tried to make it more clear but you still keep repeating the same things. What kind of "terms and specifications" do you want to be told? Isn't it enough that I asked what are the bottlenecks even the marginal ones and put the bandwidth infos there? My reply still remains up there, if you gonna answer it clearly just do it, if not move ahead.

I already did. Several times. The card is too weak to max it out. Plain and simple.
