Thats related to the specific unit they were using. Ive confirmed this with Anthony. 
 
The Seasonic Prime they are using is fairly transiense sensetive, hence it tripping. Ampere is worse than Vega in terms of transiense it seems. 
Id look at a different PSU, given the history of seasonic focus units and transiense. Untill its confirmed to be fine, id look at something else.

Chrome is infamous for hogging all of your memory. Every tab is sandboxed, and extensions are each their own process as well, which means it ends up taking a lot of resources. As weird as it seems to say it, the new Edge uses far less ram and is pretty much just Google Chrome without Google account support 

People said the same thing about 720p to 1080p, and 1080p to 4k. There are definitely much greater diminishing returns at 8k and there might not realistically be a reason to go beyond 8k for displays that are under like 100 inches (maybe more) but there is a (slightly) noticeable difference

there are plenty of 8K TVs on the market already. still doesn't really justify buying a 3090 unless you cannot wait for the 20GB model of the 3080 and do deep learning and AI things though

Also if you happen to have a Dualshock 4 controller as well, the DS4Windows program has the controller trackpad automatically set up to be used as a laptop type trackpad

Memory utilization in Windows is meaningless. Windows caches are sorts of things to help speed up your computer. If that memory is actually needed, though, those things will be evicted to make room for the apps you're running.
 
The only thing that matters is whether or not you're paging to the filesystem, as that is the actual indication that you don't have enough RAM. As long as that's not occurring, stop worrying about it.

Not just Steam,Valve in their wisdom thought of people who want to just use the controller without a mouse or a keyboard,you can even write similarly to how it's done on consoles.
It works on desktop as long as steam is open in the background.

Your best bet would be an AIO (over budget) since Ryzen is completely dependant on temps if you want to overclock, but you won't really get anything meaningful out of overclocking a 3600, or honestly any Ryzen 3000 CPU. The biggest benefit would be experimenting with the ram and infinity fabric clocks/timings.

Small inexpensive air coolers that use 92mm fan don't leave much room for overclocking. R5 3600 isn't exactly a cool CPU.....not easy.

Yeah, I was a little confused, I like the EVGA 10 series cards (although I still kinda prefer the aesthetic of the FE cooler, just the blower fan is obviously awful) but beyond that they have really dropped the ball for me lol

Yeah, especially putting their logo all over the fans, it's horribly tacky. Bring back the dude who did the 1000 series. And no clear plastic!

Lol the EVGA ACX 1080 is beautiful, it's absolutely one of the best designs I've ever seen or owned.
 

Yeah, I guess looking back at it the 10 series wasn't as bad as I remember, but their 20 series and definitely 30 series take the whole rgb stereotypical gamer aesthetic to the extreme. I guess a lot of people do like it however, because everyone keeps making them like that with the exeception of Nvidia.

I have another computer to put the RTX 2070 in so it wont be a complete loss, I'm just a little impatient right now with the possibility of an instant sell out

If you have 350 dollars for an older used card, you have 400 for the brand new better card. Don't gimp yourself by being impatient.

If you don't mind losing some money when you have to resell the 2070 and don't want to wait for the 3080 to be available (and hopefully fixed) that's likely your best option

you would probably want a 3080 for consistent 120hz with the Index, since even the 2080 Ti struggled with it and the 3070 is about the same performance as a 2080 Ti but with 3gb less VRAM

agreed, apparently 30 series has bad capacitors right now, they might delay the 3070 launch to try and fix this but I doubt it, so that + them being sniped by bots anyway would be reason to just go with the cheap 2070 for now

what resolution are you playing on?
a 2070 should be good for few years if it's 1080p
 
i wouldnt touch the 30 series gpu until nvidia addresses the crashing issues, and see how AIB handles it
