Python is a great language for beginners. It's very versatile and you can continue to use it as you grow to be better at programming.
An API is an application programming interface. It is used as a layer between hardware and software. It more or less helps the programmer in building a certain type of program.
Web scraping is using an application to gather data from a website. Stock scrapers are very common examples of this. They take data from a website (NASDAQ) and return data from that website (The price of a single share of Apple stock)

Ubuntu is a very user friendly Linux distro, if you want to get into linux. There's nothing wrong with coding in Windows either. It depends upon the languages you use and the tools (IDE's, text editors, etc.) you pair with those languages.

AMD has already developed a prototype driver for Linux, although it will be closed-sourced initially (but they promised to make it open-source later).

That's exactly why I want this to happen. I want to switch to Linux, and I'm not prepared to set up a Windows VM within Linux.

Vulcan and DX12 both use very similar underlying technologies. Vulcan is open source and cross platform, while DX12 is closed source and Windows 10 exclusive. You can take advantage of either of them on your Win10 machine. It doesn't matter which you use, both should give you comparable performance due to their underlying similarities.

Yes it is. As of the 2015 version you can get it for free. The only difference between the community version and Enterprise version is minimal. You will most likely not ever notice the difference anyway. It's not like older versions where you actually got more stuff in the Pro versions versus the free ones.
So if you want a really powerful IDE, Visual Studio 2015 Community edition is great!

EVGA, Corsair, Cooler Master...that's all I can think of off of the top of my head.

It depends upon the games you play, the room the PC will be in, and the climate where you live. The R9 380 kick out much more heat, and the GTX 960 won't give off nearly as much. However, the 380X can have 4GB VRAM and it tends to perform a bit better.
