    What I'd do is sell the 16gb you've got now and replace it with 8GB x 2 of the memory of your choice.  
     
    You'll be running faster and in dual channel and should be able to get a decent price for the 16GB you've got now. 
     
    I almost bought that same Dell from Costco back in September but ended up building wtih a 1700 instead.  Looked like a decent setup for a prebuilt and I was always happy with my older Dell workstations.

    Also, that price on new egg is higher than other places.  Canada computers has 1050ti in stock for $289. 1060 3GB from CC is $379. Still high prices but not as bad.

    That's not typically how it would work.  First gen won't continue to be produced after a new generation is released.  Why would it?  I imagine the have already moved on and what you see available is just inventory.

    thats stupid, i literally posted a pre-built, for $650 you get all of this (including a 1060 which dwarfs a 1050)

    its actually a waste of money to make your own machine at this point in time due to miners destroying the gpu market; but they won't buy an entire machine for just the gpu (prices aren't that insane) so for the average consumer it would make indefinitely more sense to get a pre built machine since economically pre-builts are less expensive than completely custom rigs and you can still add ram and other things as needed like on a custom rig

    Really depends on the budget.  Unfortunately the 1050ti prices have also gone up, at least they have in my country.  Since the build is for a friend I'd suggest you show him some videos of what the ryzen APU is capable of to set his expectations.  Then price out two builds and let him decide.

    Btw good job on getting almost 10 years out of your current system.  
     
    It does sound like it's time for an upgrade.  DDR4 prices aren't cheap right now and if you are going with a Ryzen based build you will want to aim for the fastest memory you can fit into the budget.

    Canadian here and in my medium size city an hour and a half outside of Toronto the local stores haven't jacked the prices too bad.  I can still get a 1070 for $729 CDN or RX580 8GB for $499 CDN.  Not great prices but not anything real crazy like I've seen people complaining about.

    I don't have the 1600 but instead the 1700 with a 1070 running on a 1080p @ 144hz.  It might not be the most ideal setup but I've been happy with it.  Mostly playing COD WW2 right now, getting 150FPS+.  CPU 30-50% across the cores/threads and 1070 running at 98% during game play with VRAM maxed.  This is a newer system for me and haven't really tried any other games to comment on.  
     
    Depending on where you are GPU prices and availability are a bit of a mess right now.  I think you'd be happy with any of them really but looking back I would have went with 1070TI.  I got my 1070 at a decent discount over black friday sales and no regrets on the purchase.

    I had been looking at some cheap DELL pre-builts for my nephews and what I found was that some have a 35W limit on the PCIe slot instead of the standard 75W.  The GTX 1050/TI needs 75W.    The GTX 1030 is 30W.
     
    I do not know what the 3020 supports and they fail to bother mentioning it on spec sheet:

    I recently picked up a Dell Percision T3500 Intel Xeon Quad Core W3550 3.06Ghz, 12GB ECC RAM, 500GB HDD , Quadro Grphics 4000 for $199 CDN with a 1 year hardware guarantee /warranty from the local computer shop selling it.  
     
    It came with a WIN7 license, I tossed in a cheap SSD for the OS and called it a day.  4 core 8 thread system and 3 of the 6 ram slots are empty so been meaning to find some cheap ECC ram to upgrade that.  
     
    I know most, including myself aren't really fans of prebuilt systems but sometimes when the price is right its the way to go.  I got a lot of performance for under $300 after taxes/SSD

    The Ryzen CPU's have been heavily discounted a few times now and likely a trend that will continue.  If you spot a really good deal on the current Ryzen lineup it might be worth getting now.  However like dave_k mentioned Ryzen refresh is expected this quarter.

    Can you post a screenshot of CPU-Z, it might help identify something that might be off.  What voltage is the CPU getting?

    If you check AMD's site, on all Ryzen CPU's it says under specifications:
     
    Max System Memory Speed
    2667MHz
     
    Now lots of us are getting beyond that speed just fine but that is the official specs from AMD themselves.
