I usually recommend whatevers cheapest in terms of gpus. Only one I know personally that dosent have ideal cooling is the msi mech 2x but it's usually fine with the lower end cards i.e 6600.
Personally I'd get the sapphire pulse because it looks nice lol, but also because it perfroms just a but quieter afaik.
Iirc the 6700 non xt were only released by sapphire pulse and powercolor but it is real.

Sapphire should have a bit better cooling, but the Powercolor ones are good too. I have the Fighter model and it's pretty good, better than it looks and feels. Doesn't to above 70c under load and stays quiet. Only annoying thing is the fans start spinning at 55c, and often when watching YouTube it starts spinning and stops and keeps doing this because it's around 55c, but I don't know if the others are any different.
 
Techpowerup did a review of the RX 6600 Fighter. Also this video compares some GPUs including the Sapphire Pulse and Powercolor Fighter. Keep in mind that this was with mining, which isn't the same as gaming and fan speed doesn't mean noise since some can spin faster with the same noise level.
 
Whatever you do, do not get the MSI Mech version. It has a locked power limit which is a problem for this card, as simply unlocking it can give you 10% more performance, but keep in mind that it will consume 20w more which results in more heat and noise. Undervolting could help the power throttling too, if you don't want to unlock the limit but still get the most performance.

3 drives? One of which is an SSD? You're beyond fine. An old NAS of mine had 6 or 7 older mechanical drives running off of one SATA connector. Yeah, times were different.

It's been a while since I've been closely following the prices and performance of graphics cards (built my computer two years ago, and I stopped caring about what new cards were the best and stuff).  I'm trying to help my brother upgrade his computer. He's currently using an old computer with an intel core 2 quad, 4gb of ram, and a radeon HD 5450. We're getting a new hard drive and graphics card now, and plan on upgrading the cpu/mobo/ram sometime in the future.  What are some of the best performing cards that I might find under $100 used?

Or you could just try resetting chrome, go to settings, advanced settings, and reset

I'd try uninstalling and reinstalling it. Usually fixes most of the problems with chrome.
Chrome gets pissy sometimes and just needs a good kick in the pants.

I put new thermal paste on.. And now, instead of 45c at idle and 95c while gaming, it's running at 30c idle and 60c in games!  I guess that was the problem

I do have another gpu, but I don't think that's the problem. In the troubleshoot menu for Windows not loading, I'm not having any problems at all. It seems to me like it's a software problem... I'm thinking about reinstalling windows

Yeah I plan on buying a gtx 900 series gpu and if this CPU can perform I won't need to buy an overclock-able one and spend it on the GPU

Xeon has no iGPU and doesn't overclock, if you don't plan to overclock Xeon is good.
