Chrome keeps stuttering, task manager shows very low cpu/ram/disk usage

It never used to do this, but in the last couple weeks, chrome has been stuttering a lot for me. It's not a problem connecting to the internet or anything, chrome freezes up for a few seconds at a time and I can't click anything during those seconds.

 

Any ideas?

I'd try uninstalling and reinstalling it. Usually fixes most of the problems with chrome.
Chrome gets pissy sometimes and just needs a good kick in the pants.
