What you mean by "streaming lag"? 
Delayed? Frame dropped? Stutters? 

When I still play Dota 2, I've never experience lag/stutter when PL cloned itself over 9000 times. 🤔

Few things to disable when AMD driver misbehave. 
 
1. Disable MPO. Yes this issue applies to Nvidia GPU as well but not as widespread.

2. Disable HAGS
 
 
3. Disable Hardware Acceleration (Internet browser, Steam, Discord, etc)
 
 
4. Disable automatic Windows Driver update. Sometime windows update will override AMD driver from AMD.com
 
Don't forget to reboot.
 
Also I noticed Radeon is more sensitive to system memory instability. Try clean and reseat your RAM or drop the timing/overclock.

Look like texture filtering and AA filter related. Try max out anisotropic filtering in Nvidia Control panel globally and per game. 
Or use the High Quality preset. 

Those spec shouldn't have problem running Windows 7 imo, maybe your HDD is dying or too slow. Try get an SSD. 
 
As for distro recommendation, maybe Manjaro XFCE. 

Your CPU was thermal throttling, change the thermal paste.

Or this is Afterburner default setting which show total VRAM allocation?

Yes. Expect similar or slightly higher power consumption with the XT but not a deal breaker I think.

Is this what you are looking for?

If it not a "G-sync Compatible" monitor then I'm afraid you won't be able to use VRR on AMD graphic card. 
What model is your monitor?

Give it a try if the software support HEVC on the Radeon iGPU, don't bother if it only support H264/AVC.
