    In summary a developer is trying to make a game that will be difficult to run because of lots of graphical elements, this is a breath of fresh air after what's going on with Ubisoft.

    - Cutting back on the heavy gaming will reducing it considerably more than any change in hardware.
    - Use a single card. 
    - Use a Haswell (Or above) CPU. That will reduce power draw by a bit, and a lot when it's idle.
    - Get low voltage RAM (small power reduction there)
    - Get a platinum efficiency PSU that runs without the fan. You'll be looking at about a 600/700w psu for it to be running most of the time without the fan turning on, or go for a more expensive one that is totally passive but less wattage.
    - Turn down the brightness on your monitor.
    - Use a single large hard drive + SSD, or just a single large SSD.
    - Underclock your CPU and GPU slightly. This shouldn't impact much in noticable performance, but the cost will go down by a bit.
     
    You can do quite a few of those things without getting a new PC, and see how much you save. You could probably see first hand by getting one of those power measurers that you plug into the wall and it says how much power the devices plugged in are drawing.

    About the PSU, I think you might consider something with a little more headroom. But I'm not an expert on PSUs.

    well, the 750ti is probably too high for you then.  Though, I would suggest going for either an i3 or an AMD Athlon or something.  Just my opinion, then you can take full advantage of the 750ti.  And the 750ti can play battlefield 4 on ultra completly playable 1080p.  So I think you would have a nice gaming PC there

    This looks like it would be used for mining. The expensive Radeon graphics card with the cheap AMD processor is what gives it away.

    Well, From what I know, the 4770k is only really used for video rendering and heavy editing, so I think you'd be fine with the 4670k, maybe use money on the GTX 780 instead then ?
    And the Ram.. I'm not sure how much it affects just photo and video editing, as I've been doing fine doing some videos and photos for my family on an i5 2320 and 8Gb of 1600Mhz.
    I'd say maybe just go for 8Gigs and then take some higher frequency, such as 1866 perhaps ?

    Though - I'm sorta new to this, so I'd like to know from others what he could do, but this is what I think

    Yes, I wouldnt recommend it unless ive used it, the cooler is a pain to fit but youll only need to do it once. the heat sink in the amd stock is smaller and has a smaller fan, the fan needs  to spin faster under load so is noisier compared to the arctic cooling cooler which has a bigger heat sink and a bigger fan and rubber isolaters. anyway it also does depend on the case, how close you sit to the computer and how sensitive you are to the noises it could make.

    I think alot of people misunderstood the questions, crossfiring 7870 will outperform a single 280x, but not without problems like microstuttering (but thats been fixed now on most things) and increased power consumption, and the cards might run hotter because of the card below heating the card above.
    Although alot would recommend a single card solution there are a few cases where crossfire would be an option.
    1. crossfiring looks better in a system, the bottom half looks a little empty in an atx system
    2. you want to start gaming as soon as possible and dont have enough for a better card. so adding another later and increasing performance without buying a card that would cost alot more would save alot of money.
    And i dont believe MoYo understands the hassle that goes into sellng a card, sometimes its just easier not to deal with it.
