I UNDERSTAND MANTLE WILL BE AN IMPROVEMENT BUT WILL SEMPRON BE A LOGICAL THING TO GO FOR? ...

No as it probably won't be fast enough for day to day tasks you perform (guessing here).

And not every game has Mantle.

This looks like it would be used for mining. The expensive Radeon graphics card with the cheap AMD processor is what gives it away.
