As far as I know Windows 7 and 8, 8.1 etc do not support Ryzen and whatever the latest Intel cpu is. Use Windows 10

It depends on how cpu intensive the game is. If the game is heavily cpu intensive then limiting your frames to 30fps will reduce cpu usage.

When you run ThrottleStop, make sure BD PROCHOT is not checked.  If your temperatures are OK, and they are, a laptop should never throttle down to 798 MHz during normal use but lots of laptops have this problem.  ThrottleStop is the only tool that can fix this type of throttling problem.  
 
Next time your laptop is throttling, open up the ThrottleStop - Limit Reasons window.  It will tell you in that window what is causing your throttling.  Look for a box in red.  You are probably going to see BD PROCHOT in red which confirms that throttling is in progress.
 
For an example, here is how Limit Reasons looks when my CPU is running too hot and triggers a thermal alarm.

It just means you have a slow hard drive. To massively improve the speed of your PC and to stop random freezes, get an SSD.

Ummm. Help me out here a bit. 

I know what raw is, its super high detailed etc but a shot is a shot. You cannot changed the angle or the content of the shot just grade it etc which for a movie I can understand but for LTT.

I honestly can not tell the difference in sharpness at 4K between his videos from last year and this year.

It's just being buggy. ProcHot is the line that the processor applies voltage to when it hits TJMax. 100c is TJMax for the 6300HQ

I would recommend some kind of Production, event grade flight case like something here http://www.flightcasewarehouse.co.uk/industry/index.asp?section=desktop-computer-cases-2467. Use water cooling for the hot stuff, run it to an radiator outside the case that has a water tight seal when the piping goes back into the case (will require modification) and run filtered ventilation fans on the front and back to cool everything else. When it gets rainy or to humid and you dont need the pc just close up the case and it should keep most of the humidity out inbetween uses. 

I plan to move onto a boat and that is coming I am considering doing myself. 

AI will destroy our modern societal structure but I do not know whether the end result will be good or bad as a result, I'm generally thinking it will be a net negative long term but I'm also a pessimist and give even odds on a nuclear war before my natural death.

iPhone screens already break if you drop the phone on a carpet so lets try and avoid anything that will make them more likely to break please 

Basically consoles are like gaming laptops they only last till they cant perform any better or something new is out, literally only brought for convienience.
 

Consoles are for children that dont have much money/ know any better.
someone who doesnt know how to torrent, buy pc parts wont know these benefits if they were brought up to play on a console

You know, everyone claims that Apple claims to have invented things it didn't, but I can't remember the last time that it did.  Go watch the latest Apple event stream (it's on Apple's YouTube page) if you'd like an example!  It's more that Apple makes a big deal of features when it adds them.

I feel the pain of OP. I live in South Africa and we suffer from exactly the same issue here. Limited product selection, incredibly hiked prices on computer parts, phones etc. It is incredibly annoying as we have a large PC and gaming industry here but have to deal with incredibly shitty pricing on the products. 

A lot of people resort to waiting for friends to go to the USA and then give them a shopping list of products to bring back.

First time posting here so it may of been said but my list goes 
1. Apple - They fell behind the curb a long time ago and are just cashing in on blind users. I have not seen innovation out of them since the iPad. 
2. Multichoice (Local netflix) - They are like the mafia, I hate them with a passion
3. EA Games - I need not say more
