Assuming this is just for light programs such as Word and the like, AMD makes Ryzen APUs for cheap. I'd recommend a 3200G or 3400G, and a B-series chipset for a good budget office build.

If she doesn't do any video intensive work that would require a dedicated GPU, then you could get her a Ryzen APU, such as the 3400G (the Vega 11 graphics on it are about on par with a GT 1030) and pair that with a good B450 board - my picks would be either the MSI B450-A PRO MAX or the B450M PRO-VDH MAX (the "MAX" is important as it assures that it will work with Ryzen 3000 out of the box, otherwise it will require a BIOS update).
If she does need a dedicated GPU (better than a GT 1030/Vega 11) then a good pick would be a Ryzen 1600AF/2600, also with a good B450 board.

Hopefully this isn't the issue, but you did use motherboard standoffs? I've run into this issue once before with someone.
Secondly, what is the output you are using? Sometimes DVI will not show up on a monitor until you unpower that monitor and then re-power it.
Clearing the CMOS may help if there was some unknown issue. In your motherboard's manual it shows you where the jumper is for this. Typically not a new pc thing, but I've definitely had this issue with used motherboards installing new components. If that works it may be that someone else had some settings on the board that isn't compatible with your hardware.
It could be a bad piece of hardware unfortunately. If you unplug all of your drives and try to boot and it doesn't, you reset your motherboard to default settings by shorting the CMOS pins, and the ram doesn't make a difference it seems it would be something wrong with your hardware.

This is misleading, since it depends on both the game and the graphical settings you run it at. I should know, as I currently run a WQHD 144Hz + 1080Ti setup and get a steady 144+fps (on ultra settings, typically) experience in most AAA from the past couple years.

My first instinct says that either they didn't use the right screen or there's a bad connection; the fact that this only occurs at higher fps sounds like a display bandwidth issue to me.
I hate the idea of paying somebody else to fix hardware for me, but if I were in your situation I would just bring it back to that shop. Good luck.

Yes, you're supposed to remove those. Not removing them can hurt your fps. Buy a second card and connect them via a SLI bridge.

You don't get a SSD for raw transfer speeds, because in real world it's very rare you'll be in such a rush to copy files at more than 300 MB/s to the SSD or from SSD to something.
So yeah, while in theory the SSD won't read and write at it's maximum speed of over 300 MB/s because it's limited by the sata controller being only able to "talk" to the SSD with SATA2 version, it won't affect you in any way.
What helps is the much smaller latency when accessing files, with a regular hdd it may take up to 10ms to start reading a file, while with a SSD it takes less than a ms to start reading data from flash memory cells of the SSD. A SSD is also able to access multiple files at the same time much better than regular hard drives.
A SSD would make the operating system load much faster and make applications feel more responsive. The executables and DLL files of applications would be read from SSD much faster and kept in RAM by the operating system afterwards. DDR2 is quite fast, the operating system can read and write to DDR2 at more than 10 GB/s (depending on configuration and freqency... let's say 10 GB/s for dual channel, 800 Mhz or higher)
So yeah, a decent SSD would increase the performance of a computer, even if it's so old as to still use DDR2.

I'm glad you pointed out that I made a mistake, you're 100% correct that GB/s and Gb/s are different units I meant it correct in my head, just wrote it the wrong way!
I gave a more in-depth answer to the topic for OP to see how much of SSD's speed he's essentially losing with a SATA 2-interface compatible motherboard and why it happens... Though you can ignore my answer if you choose, it's not like it was directed to you anyway...

No, you just use the CPU fan header for the fans and SATA power from your power supply.

If you're going to do only rendering you could also sell your mobo and your i7 and get something based on the LGA2011-3 platform. Because wasting a ton of money on a new mobo just to get 5 Ghz is not the best option out there, especially for rendering
