This would be similar to asking a group of car guys what the best car is to drive; you're gonna get a whole host of answers, all of which are probably right in their own way. You first got to ask yourself what do you want to do with your computer and how much do you wish to spend?

The right way is to buy an install cd or usb from MS.

You can also buy the key only and make the install disk or usb using the media tool from MS. There are other ways but those arent allowed on this forum.

Linux is normally free, you can download ubuntu isos from its official site, use lili or rufus or yumi to burn it to a usb and boot up and install linux.

Yes.

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

You have to do it before July 29th. If you are going to get 7 and then upgrade to 10, why not cut out windows 7 instillation times and go for windows 10 pro now. This is the one I used, the price has gone up but it is still the same thing.

Have you tried turning it off and on again?
