Not worth it. Most laptops don't have interchangeable GPUs anymore. The ones that did took MXM graphics cards. Those cards were just not available at retail and were way to expensive on ebay.
Best you can do is a laptop with a thunderbolt port and an external GPU. Otherwise just a cheap rtx 3050 laptop for $500 or less.

Bottlenecks could be a consideration. If your system can't utilize a 1070, then it may not make sense to pay extra for one.
If your system can handle it, I would need a 1070 to be closer to $110 to $115. $150 doesn't make sense when a brand new 6600 is as low as $220 and Newegg has open box ones for $200.

You can't ignore price. I would take an rx 6800 xt over an rtx 3050 any day. But those are wildly different classes of cards.
In general Nvida has a better feature set and more refined drivers. AMD is usually better priced frame per frame. AMDs user interface is way better than Nvidia's. And AMD until now has usually supported their GPUs for much longer than Nvidia.

1650 is unlocked, use throttlestop to oc, expect 3.8-4ghz on measly stock voltage, that will allieviate some of the bottleneck, if you can run higher volt via throttlestop then run 1.25-1.35v depending on the freq you are aiming for (4.4-4.8g), higher volts have diminishing returns and absudly hard to cool, 1.55v max for 32nm

496.4 x $0.20/kwh = $99.28 a year.

Best for:
Roku: for easiest to use
Firestick: for "unauthorized" APKs
Nvidia Sheild: best performance if money is no object.
Also consider a galaxy s10 with a bad esn from ebay connected to a usb-c hub. I'm a big fan of Samsung dex.

I wouldn't use it long term, but it's unlikely to have the same exact issue if it is the PSU. You can test with it.
I would get a better power supply anyway if I were you

What temps are you getting during gamming? Shutdowns like that could be cause by a CPU overheating I'd the PC can't compensate by throttling.
Also can commonly be the power supply. Do have a PSU you can test with?

Their Como deals are great. They have the ryzen 5600 for $150 plus $20 off of a motherboard if purchased together.
The price on that 3060 is too high. I would consider a 6600xt. Microcenter has them as low as $390. Or the 6700xt for under $500.

You can run a benchmark like heaven and and have hardware monitor in the background.
You won't be able to stress test for long periods of time, but my guess is if he let's you test the card in your rig, he's probably not hiding something. That's as close as you will come to a guarantee.

No. It's backwards compatible. Very little difference in performance between pcie 3.0 and 4.0. The only cards that have real performance hit on pccir 3.0 are the 6500xt and the 6400
