Get rhe one with the r5 1600. The fx cpus are pure crap and would heavily bottleneck the 1060.

Get the Ryzen 5 1600 with the 1060 3Gb. You'll be losing a little bit on graphics performance, but Ryzen will last a lot longer than FX which is already trash for gaming.
 
There is a gap between them, but AFAIK it's not too big of a gap.

3GB of VRAM is not a problem yet, but it will be. Once you go over 3GB performance tanks as the system struggles to supply system RAM for graphics.
 
Right now is a bad time for buying GPUs in general and both cards have poor value at the moment.

This is exactly what i would do.
Even if you pay 50-100 bucks more compared to a second 1070, it's worth it... You have:
 
- less pwoer consumption
- 11gb Vram vs. 8gb
- much higher memory bandwidth (484 gb/s or something like that vs. 256gb/s)
- zero Sli-disadvantages

if i was you i would try to a 1440p monitor with high refresh rate, or a 1440p ultrawide with a good refresh rate (75+)

I currently have a 24" 1440p 165Hz panel and I love it. Feels super crisp, and buttery AF. 

So I don't think you need to step up to 4K unless you're going over 30" or something, that smoothness is just too nice. HUGE difference form 60hz, I'd never go back now

I mean, it gets a bit stupid when NOBODY was actually prepared for the change.
Apple started it, then HTC and loads more phone companies want the "wireless" future we don't yet need.
