What happens is the screen goes black, then show the windows sign with the little spinning dots, just as if I had turned it on.

I would say you should be getting 45-60 fps. GTA fps has a lot do with the time of day, as my rig can get 60+ at night, but then drop down to 35-50 during the day. 

I have been told that is 3gb, and that it has been downloading in the background in the past few weeks by the GWX icon. Then on the 29th it will install and you have Windows 10. 

Just wanted to say hi and properly introduce myself.  First off let me say that I already like this site I've asked a bunch of different questions and have gotten really helpful answers usually within minutes of posting so I think I'll be sticking around here for awhile if nothing else just to learn things about technology which I genuinely enjoy. 
 
Found this site from Linus's Tech Tip videos on youtube and figured I'd register for any tech related questions I might have in the future.  I started by asking about planning a build for a new laptop I plan on getting in December of this year and got some really helpful advice and found a new brand I'm really digging.  I have generally used PC to play things like Civilization, RTSs, and Total War although I'm branching out into bigger games (hence my plans to get a good gaming laptop) like Star Wars Battlefront III, Arkham Knight (once it works that is), and Street Fighter V. 
 
Aside from PC I'm huge Nintendo fan and somewhat of a collector.  Some of my favorite series are Fire Emblem, Zelda, Metroid, Starfox, F-zero and Smash Bros.  I own a Wii U and 3DS as well which I have enjoyed the ever living hell out of. 
 
Anyhow I really like this community and hope to stay relatively active.

A new gpu and a 1080p monitor. Nothing too complicated.

Wood floor will be great m8. I built mine standing on carpet, and had no problem at all. If you plug in your power supply and then put your hands on it for 5-10 seconds it will ground you. This will get rid of any static on you. Happy Building!

Why the hell do you have crossfire 240s?

"Yeah, this 220 dollar videocard sucks, you should go for something that is 350, 300 or 450 dollars at least! And it will be bottlenecked even worse!"

For the price its pretty good in my opinion. It has really low power consumption and does not give off a lot of heat which for some people that might be what they want. 

If i had the money, had a decent PSU, and AMD didn't fuck my brother and my friend at a driver level, i'd get one of those cards
