This build is better and doesn't cost more, but I am pretty sure that that CPU is gonna bottleneck that Graphics card a bit

No..... The higher the resolution goes that more CPU power you need, that is why Ryzen has the same or better fps in 4K gaming than Intel

The GTX 1080ti is a bit more expensive yes but it's much better compared to 2 GTX 980ti's. It uses less power and is better in performance overall.
After all it's your choice but we recommend you to buy the GTX 1080ti instead. If money is the problem then you can pay less and go for the 2nd GTX 980ti instead.

Dude you need to understand this. If your system uses 450w under load, then a 550w gold PSU would use more power than an 850w gold PSU. Look at efficiency curve of the ratings and you will see that around 40-60% is where a PSU is the most efficient. The difference between a 550w and 650w will not be big, but it would allow him to OC more and add or upgrade parts later more freely in the future. The power usage rating of a CPU and GPU is at stock speeds and you exceed this rating fast when you OC.
If you even cared to read my comment then you would see that I wrote: "unless Op wants his system now". If you want to be negative then OP has to wait 1½ months for VEGA, but it might also be 2 weeks wait time.

I personally reviewed the card at 4K compared to my 1080 and it was 32% faster on average.

If you are in no rush to get a new PC then you should wait for VEGA with should be out in the beginning of June, it will cost about the same as the 1070 with 1080 performance
Furthermore, you need another motherboard and faster ram because of Ryzen's heavy depends on fast ram speeds because of its "Infinity fabric"

Then you should try and wait for VEGA so you get the best performance per dollar and still is future proof, I will try and make a part picker for you with the best parts at that price
If he wants to be future proof then Ryzen is the way to go since more cores will in the future mean more than CPU speed (GHz)

Okay, but will you be doing 3D-rendering/modelling, video editing, other workstation related tasks? Because if not then an Intel CPU would give you the best gaming performance for the money

NVIDIA have been in the game longer and have more money to work with since they have the bigger market share, so of course they are gonna have the better cards, but that doesn't mean AMD GPU's are worse, especially when it comes to price/performance

Totally agree with this, and maybe the OP should consider waiting for VEGA which should be announced at Computex in the end of May, since it's almost GTX 1080 for 1070 price

I don't find that as a valid reason since my AMD card has been running just as well as any Nvidia card with the same cooler.
AMD and Nvidia are equal in reliability and build quality now. MSI makes the best coolers from what I can tell and they exist for both AMD and Nvidia.
