Maybe try to sell the gtx 980ti you already have and buy a 1080ti instead since a single GTX 1080ti is way better than 2-way SLI with GTX 980ti's and you can probably get it for about eh same price as 2 980ti's.

I will try and make a parts list for you now

i can get another GTX 980 TI for $250 used.

the 1080 Ti is way expensive at $700.

i was thinking my budget would be something like this.

$350 CPU

$250 Motherboard

$250 GTX 980 Ti

The GTX 1080ti is a bit more expensive yes but it's much better compared to 2 GTX 980ti's. It uses less power and is better in performance overall.
After all it's your choice but we recommend you to buy the GTX 1080ti instead. If money is the problem then you can pay less and go for the 2nd GTX 980ti instead.

What will you be using it for? Gaming? Multithreaded work loads? Porn? Downloading illegal music & vids?
