You don't "set-up" the UEFI. It's there with all the settings set to what is needed. You only really go into the UEFI to adjust settings like fan speed, SATA mode (RAID&AHCI), Overclocking or relatively simple stuff like that. There is no need to set it up

Go with Intel. An FX8, no matter how overclocked will bottleneck a 290.
Your best upgrade is a Z97 motherboard paired with an i5 or i7, everything else is secondary to that major upgrade, and not even necessary. More SSD space is a luxury, not a necessity and won't give you true performance gains like an i5 will. Also, Memory, why do you think it is going bad? Run Memtest and find out if any errors pop up. If not, keep the memory.

If you're never going to overclock it then you shouldn't really care. The product will work fine out of the box.
Before buying the GPU you should check your PSU's available pins. Mine only have an 6pin and 6+2pin. So a GPU with 8+8 wouldn't fit.

The other components need power too, your CPU, motherboard, ram, hard drives, ssds, fans, coolers, etc etc etc all need power
Dont forget that PSUs generally work best at 80% load so thats 400 watts, dont forget there are some bad PSUs that say "600w" but is actually a peak power rating, not a continuous power rating which is something like 380 watts instead
