It depends on your definition of "best". Since motherboard bottlenecks aren't really a thing and the performance drop between the best performing and the least best performing ones is something like 3%, just get the one that you like or matches the colour scheme of your pc.

Im either going to do 680 quad sli or 970 sli. I would prefer to have low end intel. But it dosent matter really.

Higher end graphics with lower end CPU doesn't sound too balanced build for me.

The motherboard should be a decision made considering what cpu you want, what size case you're working with, what your future plans are, etc. Not the other way around. And for the love of Peter Gabriel, don't go with quad 680s over a 970 sli (also, I want in on the black magic you're using to make all this happen for $800!)

That being said this might be a good starting place:

CPU: Intel Core i5-4440 3.1GHz Quad-Core Processor  ($168.99 @ NCIX US)
Motherboard: Asus Z97-A ATX LGA1150 Motherboard  ($119.99 @ Newegg)
Total: $288.98

If you want to build a $800 gaming PC. I'd suggest you go with the GTX 970. Since the power consumption on it is lower than the 680. Because if you went with the quad sli gtx 680 setup you'd need at least 1000W PSU to power up the whole thing. Which makes that out of your budget.

I'd suggest this http://pcpartpicker.com/part/gigabyte-motherboard-ga970ad3p and an FX-6300 as CPU.

Yeah I took this and ran all the way to $800 with it. For $800, I think a single 970 is the absolute best you can do from a graphics standpoint, unless someone knows of a AMD GPU config (I admittedly know less about team red).

CPU: AMD FX-6300 3.5GHz 6-Core Processor  ($88.99 @ NCIX US)
Motherboard: Gigabyte GA-970A-UD3P ATX AM3+ Motherboard  ($74.98 @ OutletPC)
Video Card: Asus GeForce GTX 970 4GB STRIX Video Card  ($349.99 @ SuperBiiz)
Case: NZXT Source 210 (Black) ATX Mid Tower Case  ($32.99 @ Micro Center)
Total: $807.50
Prices include shipping, taxes, and discounts when available

for such high end GPU's make sure you go with at least an haswell core i5...a core i5-4590 or i5-4460 with an H97 motherboard would be a perfect choice, if you are in the US these are good deals ATM:

The board used a older chipset Z87 instead of the Z97, but it does support SLI and you get a NFC express box.

With Z97
