Uhm, you need the internet for it first. What's your upload speed? What game are you trying to host?

Those questions will help us decide what you need. You can likely run the server from your personal PC.

True how silly of me. My upload speed is 195.9Mbps. Games I'm trying to host are Arma3, Minecraft, Team Speak and a few others. Yes lol I have internet. (Internet could be upgrade to a higher speeds ((Google Fiber))).

Both Arma 3 and Minecraft servers are very heavily single threaded, so you could pretty much just use any fast dual core processor and be fine. Definitely don't need any high end server hardware.

I'm not entirely sure, but I think that servers don't really require graphics cards. Other than to configure it.
