Over budget by around $48, but it is still worth it. Managed to add in a gtx 1070ti. If u wanna lower the cost, u can go with a cheaper Mobo, something like an ASRock b450 pro4 and a cheaper SSD.

b450 wifi mATX/ATX boards are somewhat overpriced for their WiFi support though, I'd just add a seperate WiFi adapter instead

I get it haha that RAM does look good but not at the expense of downgrading your CPU, you can definitely get an R5 2600.

No problemo, If you are limited by a budget don't worry just focus on hardware that actually gives you a performance increase for your investment. This primarily being in your case a better CPU. Overspending on nice looking RAM, an overkill PSU, and a Samsung SSD's is taking away from the potential performance of your build. The first thing to focus on is always CPU and GPU, from there a good PSU and motherboard, and then the rest tends to matter a lot less.
