I have a corsair vs650 in my current build but I'm going to change only the GPU to a gtx 1060 6gb. But now is the question will my 3 years old psu still run my pc whit gtx 1060 6gb and boost on the Mhz on gpu and cpu ( i don't touch the voltages)? The psu has always worked perfect no weird noises or something, works as it was new. 

Specs now: 

i5 7500 (3.8ghz) 

GTX 1050 ti   (mhz boosted)

8gb ram 2400mhz

1x rgb fan 

2x hdd 

2x ssd 

 

If i don't need to change psu then i would get a second 8gb ram stick but which one is more important in my case, RAM or better PSU?

The VS650 is a low end PSU. Your system would be fine even with a CX450 or CX550 (better quality) as your power consumption would be in the ball park of maybe 150-200W total.

The PSU is sufficient and you can stick using it, although be warned it is of low quality and you'll be more prone to fails than if you had a decent unit.

Get a better PSU like Bitfenix Formula 450W.

You do not need 650W at all, 400W is sufficient. But you should get the best quality you can get.

So even if I have the boost clocks on booth gpu and cpu i don't need more than 450W psu?

You need to bring them to horizons where both CPU and GPU wouldn't last too long.

That is not what I'm saying, that is what nVidia says - since Pascal, that pushing the voltage slider to 100% reduces the lifetime by 4 years...

Which VS?  The gray side label or the orange/white side label?

Depends on the Context.

When it is something negative for the Company, then yes, I probably trust people from a firm.

If it is something that makes the company look good, as far as I can throw them.

 

In this case its not a pretty thing for nVidia so his claim about reduction of Lifetime to 1 Year is believable,
