That folder is supposed to store temporary data when downloading games and updates. Clearly there's a problem with Steam cleaning up after itself.

Basically nothing will happen if you delete it other than you get free space.

Nothing. If you were downloading a game, it will no longer download. It's literally just that, a download folder.
It will not affect your saves at all because those are either in the SteamApps folder or somewhere in the Documents or AppData folder

Depends on the game or Steam setting.  I have Steam cloud off and the game's saves are in the Documents folder. At least for XCOM and XCOM 2.

If you are that concerned, just delete one from one drive and see what happens. If nothing bad happens, delete the other one as well.

If any dev has put save data in that folder you should delete that game and ask for a refund because that is beyond horrible practice.

Yeah but not always and sometimes they are indeed saved in the Steam Folder but not the Download temporary folder, wich can be deleted.

There are other folders where it can be, depending on the game, its either in %appdata%/local or Documents/My Games or the game directory or whereever the game feels like it.

That should have been standardized but is not for whatever reason...

SteamApps is not that common and more for older games. The AppData and Documents are the most common.

But some/many games also use the Steam/Userdata folder (just looked for it)...

They are there even with Cloud turned on. The Cloud is just a means of backing up your save games. Nothing more (or less)

As for the Savegames: Depends entirely on the game, sadly.

Microsoft wants that it is in the "My Games" Folder in the Documents folder. But game developers don't give a shit about that sadly.

The worst is when savegames are on one folder and settings in another. I've seen that a couple of times that Settings are in the Documents\my Games folder and Savegames in %appdata% somewhere...
