whatever has the most fans will be the most quiet. more airflow= less fan speed = less noise

I am looking for a cheap, relatively quiet, 2 hdmi, and powerful gtx 1060 any recommendations

Not always. If the heatsink is used properly it's true but often the heatsink is not attached optimally and thus the fans need to spin faster.

If you're in a cold environment they're okay but it's a crap cooler

not always. if the heatsink is made of solid unmeltable ice then it'll be very quiet. i can't remember if thats real or if i just wanted to sound smarter by purpsely disagreeing with someone in a new users thread.
