Load your NUC with Ubuntu (or your Linux distro of choice) and simply use a combination of your favorite browser to watch Netflix, and VLC to access any local files.

I have recently bought a NUC7PJYH and 8GB ddr4.
Chucked a spare ssd that I had in it along with w10 and mounted it to the back of my 4k/60hz TV.

It happily does 4k media without breaking a sweat.

You could connect an external drive and make a small and cheap NAS using Freenas. I have a setup with an old HP laptop that has an external 1TB drive connected. It doesn't allow for the fastest speeds but for things like family photos or important documents it works fine.
