1080 tis use about 6 PCIe lanes of bandwidth.  The Titan v is the only you on the consumer market that bottlenecks at PCIe 3.0

4 phases should be enough for an 8 core that happens to have a stock cooler pointing at the VRMs. I'd imagine a future i7 9700 or whatever should be fine. Afterall, 4 phases is enough for a stock 1800x...

If he prioritizes streaming performance, sure. If he prioritizes gaming performance I would personally rather go 8700k

Don't forget that Ryzen is more efficient than intel's stuff.

But the only H310 board I can see here that has a VRM heatsink is $90 and lacks an SoC VRM heatsink looks like.

VRM heatsink isn't necessarily needed. The 8700 for example is a 65W CPU, which should be handled by 4 phase w/o a heatsink. I wouldn't be surprised if the 9700 would also be 65w

Cheapest would be a used i5 2500k system or i7 2600k system.

Best would be an up to date i5 8600k or i7 8700k
