EK just announced their server cpu block for Intel Xeon Scalable processor and others that runs on the 3647 socket. It's made

Those weren't Xeon Phi, but Xeon Scalable Platinums. Both run on socket 3647. They do have a Xeon Phi workstation, not sure if that Xeon Phi can be overclocked.

That's a good point: Asetek strikes me more like the kind of company companies deploying servers might want to do business with, EK seems to do custom, high end, low volume stuff. Not exactly what this kind of enterprise deployment look for.

Xeon Scalabe is 6 channel, so it should have 6 slots per cpu. Having 2 sets of 6 channels means there should be 12 ram slots per cpu. This board has 8 ram slots per cpu, so that means it's running on 2 sets of quad channel.

In general it's usually more efficient for cooling.

You already have to run a ton of cooling just for the regular air cooling, returns, etc. so if you can just transfer the heat that much easier by bringing the cooling directly to the server it can make sense.

EK may have had an OEM request from a server integrator for a water block for this socket so just recycled that and offered it to everyone.

That's exactly what Asetek is: A company that specializes in water cooling servers. That's what their combined cooler/pump unit was designed for way before CLC's was a thing for pc's.
