1.)Yes. 

 

Not in Safari but it there are applications. 

 

2.) I could just download it on my PC/Mac and put it in the appropriate iCloud Drive Folder and have it on my Mac, PC, iPhone, and any other iCloud device.

But can you download it at 20mbps on 500mbps WiFi and downloading up to 4 of them in parallel with the rest in queue and if the phone locks or lose WiFi for 30 seconds, there won’t be an error message and with the ability to resume from where it left should network reconnects? Can the browser simply switch the download to such download manager by clicking on the download link? Adm manager on android can convienylt do this on google chrome without using ADM’s built in browser.

 

 If you answer yes, please name the iOS app you are using. My iPhone X needs one so it can actually become remotely useful.
