With out air flow over a rad it really won't cool,If you want a quiet build you could go with thinner rads and slower rpm fans.And some cases have sound deaden in them.Take your time google find you a nice quiet case you can run whatever size rad you need.And honestly i would water cool the cpu and gpu its not that much more money to cool both vs just one.And on the gpu make sure you get a water block that fits not all gpus are the same.

It would still radiate heat. Just how surface area works. But you prolly couldn't do anything with it and would need a lot of radiator space.

No, There would be no way to dispense the heat.

 

If you want zero fans in your build I suggest looking into using a peltier, it also removes the need for radiators.

Yes it's possible but you require a passive rad, they are much larger due to the lack of active airflow for heat transfer.

You would want as much water acting as a heatsink as possible, so lots of expensive rad space so that it can also be cooled passively. I would just get nice fans ans run them at low rpm with lots of rad space

Even if you had 0 fans, still would not be a silent build because you will need a pump.

You could use sound proof materials and other methods to make the pump un-audible to the human ear.

 

To the OP, no matter what you do a PC creates noise, Motherboard, Harddrives, Coolant moving through the tubes & radiators.
