Depends on which ones we're comparing, which is also not a fair comparison, because Ryzen 7 is more expensive, always. Also will depend on if you are gonna overclock..

But all (curren desktop) Ryzen CPU's are made from the same base, so clock for clock are about the same.. It's just that Ryzen 7 has more cores (8 cores 16 threads on all three variants) compared to Ryzen 5 (the two cheaper ones have 4 cores 8 threads, the two more expensive ones have 6 cores 12 threads), but Ryzen 5 generally has a faster default clock speed (which this difference can be made smaller through overclocking).

Ryzen 7 has more cores than Ryzen 5, but (with standard clock speeds) Ryzen 5 can do more per core. 

 

So the answer to that question is yes and no. If you have so program that can leverage all cores: yes, possibly. If not: Ryzen 5 will actually be faster.

 

Example: Adobe programs don't tend to use over 8 threads, so a Ryzen 5 with between 8 and 12 threads will be faster than a 16 thread Ryzen 7, because with the 8 or so actual threads being used: it can just do more with said 8 being used threads. Same for games, they tend to not use all threads in a given CPU.

 

Disclaimer: programs are not directly written in how many threads they use, that is not a set in stone number. Only through benchmarks is how you can figure out how many threads are effectively used.

The 7700k is slightly worse than the 8700k because it has 2 less cores and it has lower clockspeed, but will not be a big difference in most games. I reccomend the 8700k for futureproofing.

You asked for the best CPU under $400.  8700k is it.  7700k is a fine CPU, but I would never buy one right now.
