Will I notice a difference going from a 1ms display to a 4ms?

I should mention I'm upgrading to 1440p 144Hz IPS G-Sync from 1080p 144Hz TN No-Sync, but my old monitor has 1ms and the new one is 4ms.

i went from a 5ms TN LCD screen to a supposedly 14+ms IPS LED panel....i never noticed it

you might if the actual response time is that different but, remember:
