"Ibstrted my pc and my screen is red it gives me all of the Windows stuff like photos by everything else needs to be reinstalled is this a virus"

translation : I restarted my pc , now the screens red all the normal windows stuff is there but all the aplications need to be reinstalled"

hmmmm tried google ?

http://windowsreport.com/red-screen-windows-10/

without a screen shot of the error in question its a bit hard to diagnose from the information given

Ummmm . . . is your background just set to a red photo?

Right click on the red

Personalize

Browse

And select a pic for the background

open cmd then run netstat -n -b -t 3

what this say as you could be being remoted

this shows ipaddress to from in number form and what exe(pid) is using and will repeat check every 3 secs till ctrl&c pressed or window closed

windows is in process of updating the console(cmd prompt) which runs nearly everything

with an update the new consoles color will overwrite your existing color file(affects .ink files)

technet article says only do fresh install prevent issues

? are you an insider program?

did you get fall creators update(may have the console colors)

if you type windows console colors into bing you should get link to blog about this

this blog tell you how to change colors back(chart with old and new color values)
