Could you find one that has good for both? Like good refresh rates and decent color accuracy for price? The best I found for both was that HP Pavillion

Pavillion is only 60hz. It's the same as the other AOC unit I listed. If you want both good gaming and color work, you need the Lenovo. He/she should pick.

And for memory, is the G.Skill - Ripjaws V Series 8GB (1 x 8GB) DDR4-2800 Memory or G.Skill - Aegis 8GB (1 x 8GB) DDR4-2133 Memory better?

I have my current setup choice parts in my cart on Amazon and PCPartPicker and Amazon is more expensive just because I have warranties just in case a part breaks, my friend can get a new one.

Using pcpartpicker.com on AMAZON ONLY I built this PC for you.

It has an i7, the exact 1060 you want (though there is a cheaper one that can do the exact same thing) a 1tb hdd and an ips monitor.  Its $47 over budget but it is so, so much better than any i5.

If you get this one it will perform better now and it will last 2-3 years longer than the i5.  Pay an extra $47 to get multiple years of added life to a PC will save them hundreds on the long run.

PCPartPicker part list: https://pcpartpicker.com/list/4BvFVY
Price breakdown by merchant:

CPU: Intel - Core i7-4770K 3.5GHz Quad-Core OEM/Tray Processor  ($283.00 @ Amazon)
CPU Cooler: ARCTIC - Freezer 11 LP Fluid Dynamic Bearing CPU Cooler  ($16.99 @ Amazon)
Motherboard: *MSI - H81M-P33 Micro ATX LGA1150 Motherboard  ($45.99 @ Amazon)
Memory: Patriot - Viper 3 8GB (1 x 8GB) DDR3-1600 Memory  ($54.99 @ Amazon)
Storage: Western Digital - RE3 1TB 3.5" 7200RPM Internal Hard Drive  ($41.82 @ Amazon)
Video Card: Gigabyte - GeForce GTX 1060 6GB 6GB Gaming 6G Rev 2.0 Video Card  ($289.99 @ Amazon)
Case: Rosewill - RANGER-M MicroATX Mini Tower Case  ($19.99 @ Amazon)
Power Supply: Corsair - CX (2017) 450W 80+ Bronze Certified ATX Power Supply  ($39.99 @ Amazon)
Monitor: HP - 22cwa 21.5" 1920x1080 60Hz Monitor  ($89.99 @ Amazon)
Keyboard: AmazonBasics - KU-0833 +MSU0939 Wired Standard Keyboard w/Optical Mouse  ($14.99 @ Amazon)

I'm also looking for the mother board to be red and black as I have that kind of setup. I've already confirmed a Gigabyte Windforce OC 1060 and the 1TB Barracuda HDD. I'm looking for an Intel i5 Quad Core, similar RAM to what I chose and what you all are saying that is compatible, Asus Aura on an Asus motherboard if that can work well. I'll do more research on the Corsair power supply to consider that. For a monitor I'd like to find one with both gaming and creative benefits as I also edit videos for classes and such. A case with the red and black look would also be nice if you guys can find one better than the one I found. Thanks for the help!

Since CASE-V03 doesn't have a window for the side panel, do the colors of the parts inside still matter?  If not, then you may be able to save a few dollars here and there.

When hooking up the front panel lights on the case, you can swap the power and HDD LED connections to make the power light red and the HDD light blue, instead of the usual blue power and red HDD. :)

Was going to speculate on the hard drive choice, but you're already in the good hands of JDE here. The one listed in your build is a 2.5" ("laptop") drive, which means it will have a slower rotational speed of 5400 RPM, and you may want to look at a 3.5" ("desktop") BarraCuda (model ST1000DM010) which will be 7200 RPM instead. It gets a little iffy trying to quote prices and different websites, but you'll probably find a similarly priced one of those on a certain rainforest-named retail giant website.

Good luck with the build, and thank you for considering Seagate!
