PS4 getting very loud at main menu of games

I bought a PS4 off someone for £60 because it was full of dust and the fan was running really loud. I thought this was great, so I got it, stripped it down and cleaned all the dust from it (there was a lot), started it up and all was great. I then sat on the main menu of Call of Duty waiting for my friends when the fan ramped up really loud again. I'm very confused with the situation. It is cold to the touch, lots of cold air going in through both side vents and cold air coming out the rear. Any suggestions?  It stops when application is closed so I was thinking it was a broken fan or something. I'll leave a video clip below.

you can try lubricating the fan. some of that dust may have got into the bearings

Failing the fan being on the way out there might still be some crap built on the temp sensor.

I never took it apart fully so I can see this being the case
