Well, right-click on it and click on "Go to file location" to get an idea of what that program is called, and uninstall it.

Yeah that seems like a virus to me. I would definitely end that task and run antivirus software. If you don't have any you can use the free version of melwarebytes or Windows defender if you are on windows 10. Another option would be to reinstall windows and it should fix the issue.

if all else fails, backup and reinstall

Have you tried to perform a sudden temporary interrupt of the electricity flow to your computational device followed by a re-initialization procedure of the central processing unit and associated components?

i think the best thing to do is make a backup, reinstall windows and scan the files you backed up, also be very careful of what you install, and NEVER just press "next, next, finish", that is how 99% of people get infected with malware, which if accepted unbeknownst to you, can run without detection from the antivirus (unless its really good) as it thinks its a program you allowed, and isn't disrupting critical files.

you could spend time cleaning it, but in my experience, a fresh reinstall of windows 10 takes about the same time or less, and is less hassle

you may consider it a virus, and it sure as hell is basically malware in some instances, but it won't disrupt your computer or encrypt your files for a ransom or anything, so giving out false information, even if its with the best of intentions, isn't helping.

don't reinstall any cleaners (except for maybe CCleaner) or ram boosters or plugins or anthing.. be absolutely sure what a program actually does before you install it.. and if you can't find it from a repetuble download service like techpowerup for instance, don't trust sites like superdownloads4000.megaserver.illinfectyou.cn
