Basically you need to reinstall windows to fix the problem you are having. Now what others are talking about with the adblockers and other such programs is preventing this from happening again.

If you want to pirate the game, you should just try it out and if you like it, buy it to support the developers :)

I will reinstall Windows , but still trying to find way to copy my games without copying the viruses

you won't get any help with pirated games anyway.. if it is discovered you ask for help with a pirated game, you'll be shunned and probably banned

copying steam games is just copying the steam folder and installing over it when you reinstall, and all your games should be available as you left them, if you believe them to be infected, delete all of steam, games included and redownload them. 

if you continue to pirate, you'll most likely get into the same situation again.. be glad it wasn't ransomware..

Have you tried to perform a sudden temporary interrupt of the electricity flow to your computational device followed by a re-initialization procedure of the central processing unit and associated components?

I don't have fast internet and i have limited download size to download them again , I trust steam. Btw shall I download norton after reinstall?

no, Norton is a bad antivirus. you would be better off with using just windows defender that comes with windows.
