Yes. Don't get the 3GB or even the 1060. Get the 580 8GB

yes it is but id rather get a RX 580/RX480 4GB or 8GB seeing as they preform better in most titles but if you need CUDA then its a fine pick though the 6GB is a much much better card seeing as the 3GB dosent have the full core even

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

The CPU is not normally the determining factor of compatibility. The motherboard is. And every board produced since 2011-ish on the intel side and 2017 on the AMD side natively supports PCI-E 3.0 x16, which is the only compatibility check there should be! (other than making sure you're using nvidia drivers for an nvidia GPU, or AMD drivers for an AMD card)
