Throw away 1600X (get 1600 then oc) 460X sucks and throw away PSU.

Why the MSI Armour GPU's and not something like 2 Strixes which have better thermals and power consumption

The 460X is a super small case that is hard to work in.

 

The PSU is inferior to other PSUs at the same price point.

does the CPU and Mobo support quad channel ram if not jus swap it for 2 sticks, for upgradability

otherwise if you decide to up your ram in the future it only reads it as the lowest size ram stick which in you case will be 4GB, even if you put an 8GB stick in

in Australia a 1080 Ti is around $1100 where as two of those is $840, I think there might be a bit of a difference

what about a 1070? it would still out preform those 2 crossfire cards.

I believe 2 RX 580 is supposed to be almost equivalent of a GTX 1080 and to go for the Strix Variation is still $630 AUD so I mean it really all boils down to compatibility... although a Strix 1080 is only $800 atm, so it would probably be better to go for one of those, unless you wanted specifically 2 cards. it sreally up to OP and how they want their build to perform/look

Don't buy 2 x 580's. Go with a stronger single gpu.

It's better to run one good GPU than crossfire/sli. LLT did a video on sli/crossfire to see if it's worth it. Sorry I don't have a link for it, feel free to search their channel. If you want crossfire/sli go for it, but if your looking for max performance for your buck get a single good gpu rather than two gpus. A lot of game developers don't make sli/crossfire a priority so you will be limited to where those benefits will be worth it. Even big gpu developers like Nvidia are starting to scale back on the sli option.
