This is my personal recommendation. 

 

You would need DDR4, a Ryzen CPU, and a new AM4 Mobo. But this is certainly not the cheapest option. 

 

The cheapest option is a cheap mobo.

Well with that information we can deduce that its a Mobo issue or a PSU issue.

It could be  possible that the motherboard is shorting out on something inside the case.

If the BIOS is corrupted the system will still turn on and stay on. It just won't do anything when it gets to the BIOS stage where the display turns on

So we can definitely say, I think, that its either an issue with the Mobo circuitry or the PSU since OP has illuminated CPU failure. 

 

Its unfortunate OP cannot test the PSU under load on another system.

It takes my computer like 3-5 times to start up from a fresh power up. I think it is a bad mobo. Have you tried power cycling it on several times?

I think it's the motherboard, since OP's psu is rather overkill for his rig. A load test of the PSU on another system would defo clarify whether it's a variable or not, since if he's using the PC in a hot place the caps might have dried out or something (effectively reducing its max wattage)

An EVGA PSU is usually pretty solid, so I would be willing to put money on that its the Mobo.

Ah well the little lcd panel on mine doesn't light up but the fans spin as normal. I just hit the switch on the power supply and try again. After a couple times of doing this the motherboard decides to work and I am good. But yeah I'd bet it is the motherboard.

maybe, it kinda sucks that my first build was a failure. The PC had problems from the start. Maybe I did something wrong when building it?

I was going to say "why did this happen to me," but then I thought... "people are starving in third world countries. " So now I am just going to suck it up and think of it as an opportunity for an upgrade even though I have been using this computer for only like 6 months on and off

umm ok so what have you tried ??. there are a few things it could be, CPU could be dead, or having issues, the PSU could have kicked it or ya mobo, if it was RAM u would have alot of beeping, but it doesn't seem from what you say, to be getting the signal for powering on properly

I tried a differnet CPU: still doesn't work

I tested the PSU with the paperclip method: it works on its own, but not plugged into my rig

I tried rubbing its belly and praying to God: still doesn't work

I am convinced it is the motherboard

yeah, that is pretty much it, i had the same issues some yrs ago, you could always last ditch effort try a cmos clear, but yeah looks like u could be in the market for a new mobo

Here is what I am thinking in terms of upgrading:

Option 1:

Refurbished Mobo

If you're going to get a H81 based motherboard for your Pentium, bare in mind that some H81 motherboards don't allow overclocking. Do a quick search to find the ones that do ;)

Try force the system to turn on. I don't recommend this, but try to paperclip-start the PSU while its plugged into the mobo and see if the system powers up.
