Using After Effects or Adobe Animate/Flash probably. Kinda depends on what you want to achieve.

usually adobe and flash. If you already have the logos made then adobe products like premiere and after effects work great! YouTube offers a bunch of tutorials to get you on your way.

After Effects is the best way if your are trying to animate the logo for a video, like and intro or outro but if you want the logo to animate on a website or other media. Flash is better.

Wouldn't using Flash be sort of a bad idea?  More and more sites are dropping the use of Adobe Flash.  Even Adobe has dropped Flash Professional and is introducing something new called Animate CC.

After Effects is probably the best way to go since Flash is pretty much dead. Tbh you can animate in a lot of ways but I think doing a basic 2D animation is easiest done in Ae and then exported to whatever file you want. If you feel the need to do any 3D animation I would probably use Cinema 4D together with Element 3D (plugin) in After Effects.
