What I would urge you, depending on what GFE version you have, to check if Shadowplay is on or off, and if it is indeed on, to turn it off and to test games again. It may do nothing, but it's few min of your time, and as I said, it solved many issues for me. 

The ability to google properly is a skill of its own.

remove all (even nvidia) and reinstall

 

They had a 960 and upgraded to the 1060. They also already tried wiping and reinstalling the drivers, IIRC.

Yes, this problem came with Anniversary Update for Windows 10 it enabled DVR (is recording tool from Microsoft) u just have to disable it.
Search in Windows the "XBOX" App and open it. Go to settings and look for DVR and disable it and it's fixed now u have your stolen FPS back :)

 

also, try to turn V-Sync ON then OFF.

30 fps everywhere is really strange, looks like software limitation.

Have you checked Nvidia panel gaming options ?

 

since it always is 30fps don't look for hardware issues

Win 7 and I have done all of that stuff. Just sent the GPU back got my refund and ordered a new GPU

OP's games are not locked at 30fps. That is just about the average fps they are getting. It fluctuates.

So I got my new GPU. This time it is a Gigabyte Windforce GTX 1060 6GB. I installed it with freash install of drivers and downloaded msi afterburner to track my specs. This is what I got on Witcher 3 at Medium settings. With Vsync, Hairworks, Blurs, turned off. He is an in game screen shot of it. I feel like I should be easily getting 60fps on this game with these settings but I am not getting that. Am I wrong?

I also just played GTA V with msi afterburner on and these are my specs for the game with settings on High and Vsync turned off. Again I still feel I should be getting more out of the card but am not. One on the left is just standing in game and the other is driving on the right.

Is my CPU 'bottle necking" my GPU. Cause the CPU usage is a lot higher than the GPU usage.

Check if your CPU run at full speed.

unlikely since I get triple your performance with less.      Double check to see if "prefer maximum performance" is enabled in Nvidia Control panel, since its a driver reinstall

I FIGURED IT OUT GUYS! I had my power settings set to Balanced rather than High Performance. Everything is solved. Getting over 100 fps on GTA right now on high settings

That seems kinda weird. "Balanced" shouldn't cause any issues as the load of the CPU should increase clock speeds.

Idk get it either. But has soon as i set it to high performance my games ran flawlesly. I belive it was because my gou was starving for power
