Alright I have decided to go with buying a new PSU. As I have learned today my PSU is a ticking time bomb and not reliable or stable. Taking this into consideration I will be buying a new and more stable PSU. And hopefully that is the reason for this conundrum. I will let you guys know how everything goes once I have a new one and installed it. Thanks guys for helping me. I really appreciate it. xD

Either that or the SeaSonic G-series 650W - I honestly prefer SeaSonic to EVGA (EVGA use Super Flower as their main OEM, SeaSonic make their own)

I realy hope for you that the psu is the cullprit here.

But i´m not too sure about that, it could be allot of things realy...

I have personaly never realy heard of the brand psu either.

So i wouldnt be suprised that its a pile of crap.

As the others have said, I'm doubtful the GPU is being bottlenecked by the CPU. I have a 1060 with a 2500K in my brother's PC and there's no bottlenecking what so ever (Or if there was, it's probably pretty minor since it's getting over 60fps in almost every game...1080p HD though).

 

I also have a 980 Ti with a 2500K and it works pretty well, though I'm more a casual gamer and focus more on content creation.

Was this taken while the game was running?  And are you 100% sure the game is running in full screen and not windowed mode? 

 

Reason I'm asking is even if the PSU is the issue, you should still see 90-100% usage in a game like this, but I could be wrong. 

 

Core clock looks like it's throttling a lot which could be power-related.

EVGA uses several OEMs. Their GS series are made by Seasonic. ;)

GS are a low-end version of the S12G with a daughterboard for the cables :P

30fps on COD 4.  YIKES....   I hope your PSU is the culprit and not the GPU itself. Make sure you go on Zotacs website and register your warranty because out of 2 Zotac cards I've had now there has been Fan issues. My GTX 770 had the fan controller die so the fan speeds went nuts even though the fans worked. Now my GTX 970, 1 fan has died so the other fan is now spinning at 100% as a possible safeguard. They said they would be "nice" and send me a replacement fan even though my warranty ended a few months ago. It's a bad joke.... The card is NOT even 1 year old. The kicker is Zotac sends you a new card but only warranties it from the date you buy the OG card, ROTFL. So say you buy a new 1060 and it dies in 1 year 9 months... they send you another but it's a lemon and breaks in a few months.... considering maybe you have 2 years warranty total... the new card won't give you squat of warranty. I see this all the time on ebay that people sell the RMA'd cards right away... NOW I know why.  If my fan arrives and solves the issue I may dump this card asap. Simply because I can't buy Zotac fans from them they clearly said they don't sell replacement parts. Like... why not?  Stupid.

Yes this was taken when the game was running. I am confused why the power usage didnt show though. Maybe its just the siftware. I can check again to see if it running in windowed or fullscreen. But i belive it is fullscreen. Will let you know.

So i update my PSU with a EVGA SuperNova 650W 80+ Gold PSU and still the same thing. I am getting between 20 to 30 frames on COD 4. I assume now that it has to be the GPU I dont know what else it could be

Yea man, I know a lot of guys looked at your PSU and said zomg that's junk.... but really... it's usually the GPU if the frame rates are THAT terrible. PSU issues usually are all or nothing... at least with mine. I had a PSU buzzing very loudly and it still worked and gamed fine but I knew that it was on it's last legs.  RMA that card ASAP.

 

Run every benchmark on it possible first... check the core clocks on every game and such. Personally COD 4 is old...  you should be KILLING the fps in that game.

It would be helpful if u used MSI Afterburner or similar program to monitor clock rates and cpu usage during games. I have zotac 1060 mini doesn't give me much issues though i do get 45-50 fps on GTA V but in my defense i have all settings maxed. Also u should check the temperatures of your card. I had to tweak my airflow a little bit on my cabinet since buying the 1060 mini since it has a single fan and my temperatures were shooting around 75 C.

You're still better off with that new PSU, so don't think that was a waste of time and money. It wasn't. 

 

As for this issue of low frame rates; just to confirm, you are running the GPU in the top slot on the motherboard (the PCIe 3.0 x16), correct? Aside from that, it's difficult for us to say what's wrong and troubleshoot with the info we have and without being there to see it in person. 

 

At this point I would say just RMA the card.

Yeah i dont regret getting the PSU at all. It was needed anyway. I already have my graphics card packed up and going to send it out today to get a full refund on my order and use that money for a new one. I believe i just got a faulty graphics card.

Quick question, do you have Shadowplay in GFExperience turned off? For some reason, it breaks games for some people, as in lowering the framerate and making the system unable to register key strokes. Both happened to me and I'm far from being the only one. 

The ability to google properly is a skill of its own.

When i tested my gpu with the new psu i onky had the fps counter on. I wasnt recording or doing anything like that. Just wanted to monitor the fps. But i guess part of shadow play was on.
