nope. it isnt, try to open any of the countries, they have a ph no for For Customer Services & Technical Support. i've tried it myself and it works. that being said, i didnt find this like by searching for microsoft customer support, i was actually trying to report piracy. so idk if this is actually easy to find or not.

You can call microsoft for windows support if having installation problems with your windows key, but thats just about it.
