GTX 960 2 GB Vs 4 GB

Whats wrong with that? You can pick up a 980ti for 330-370 used all day which is just as fast and cheaper than a 1070.

Yea, used.

But if it's a Brand new GTX 960 for 200 bucks, or a 50-60% faster RX 470 for 220 bucks, the 960 would be stupid.

I don't think it matters that much whether it's the 2 or 4gb version.  More often than not, the core performance of the card would be the bottleneck in games.  It practically made no difference when it launched, and even now I'd say the architecture is aging faster than the need for more vRAM, but you would see the benefit in some vRAM heavy games (which tend to be open world games like GTA V with a ton of draw distance).

I guess it'll vary on location, but buying used GPUs over here is so viable.  Maxwell cards have plummeted over here the last couple of months making them good bang for the buck.  I mean like, barely used GPUs.  970s and 960s that haven't even seen a year of use at half the price they were bought.
