Help troubleshooting my slow PC

Hello, I am a new user so forgive me if i have done something wrong. To get into it, my friends PC often freezes during gaming and i'm not particularly sure why. This also includes Very low frame rate. In league of legends (a fairly easy game to run) for example, he frequently get around 30 fps no matter what the settings are on. In Far Cry 4, he average 40-50 fps on medium settings. He recently put in a GTX 960 and my processor is an i7-860. He also has 8 gigs of ram. His drivers are up to date and he's am running windows 10. Does anyone know what the problem could be? I was thinking it could be the hard drive but i am not to sure and wanted some second opinions. Help please?

Try older gpu drivers, they help my 750

Main system:

Have you tried to reinstal L.O.L. from scratch? It sounds like the game maybe miss reading your hardware.

I have reinstalled L.O.L. multiple times but the problem persists in any game i try to play. The hard drive is going on 3 years old, windows the same age.

3 System requirements for League are for a 3 Ghz processor. the 860 is 2.8 Ghz

First thing I'd try is a fresh windows install.

Have you tried at lower resolutions just to see if it happens still?

Honestly try older drivers before this. 358 in perticular seems good for league..

Would that cause such low frame rates? and what about other games such as Far Cry and ARK. The problem is still there in any game. The PC is really slow in general.

No, He has not tried lower resolutions. His monitor is a standard 1920 x 1080 display

You could check CPU usage and GPU usage. If CPU is maxed chances are that's your problem.

The CPU sits at around 30% while in LoL

So, from what i've gathered we should try older drivers, and a windows reinstall if the problem persists. But provided the issue is still there, what would be the culprit?

Idk but if you havnt got an ssd for the os pick up a cheap one. Will do wonders for general use on the pc. Not really sure what else it coulb be. Maybe gpu is tired, get furmark and get some overclocking software and check if its running at full speed/usage etc it may be getting too hot and throttling
