Help!!!! My psu does not spin its fan!!,

Just finished building  my pc today, my psu doesnt seem to work, and I have put my usb for installing my windows. It shows this error

Most PSU fans only spin up once the operating temp for it is higher. You a perfectly fine in that regard.

80 PLUS Platinum efficiency and Zero RPM Fan Mode mean that at low to medium loads, the fan doesn’t spin at all. 

The fan is a feature. Make sure the usb is an installation disk, and that you selected it when booting.

It's an HXi series PSU, so the fan doesn't spin until like 30% load. I've got the same unit, and it never spins for me.

Your PC is trying to PXE boot from a resource on the Network, not what you want it to do. You need to go into your BIOS and change your boot order to have your Windows install media first.

Thanks, im freezing on this screen. Is pressing a rsstart button fine?
