why don't you take a look at out CPU overclocking database? There's lots of processors with lots of different cooling solutions running at lots of different clock speeds

CPU: Intel i7 5820K @ 4.20 GHz | MotherboardMSI X99S SLI PLUS | RAM: Corsair LPX 16GB DDR4 @ 2666MHz | GPU: Sapphire R9 Fury (x2 CrossFire)
Storage: Samsung 950Pro 512GB // OCZ Vector150 240GB // Seagate 1TB | PSU: Seasonic 1050 Snow Silent | Case: NZXT H440 | Cooling: Nepton 240M
FireStrike // Extreme // Ultra // 8K // 16K

it really depends on the chip you got. Some don't need much voltage to get more MHz so they produce less heat while oc'ed. If you had bad luck, you need very much voltage to get higher clocks so more heat.

4.7GHz is average. You may get that with decent temps or have higher than average. 212 Evo is basic cooler still.

Depends on your chip. The 4790K is clocked high to begin with, which helps, but I wouldn't be surprised if you were stuck at 4.5/4.6GHz when temperatures climbed into the red.

Aerocool DS are the best fans you've never tried.
