as the title says but preferable to be able to get in red and black or just black

What are the fans for? "Best" will mean different things depending on the use case and requirements.

i just want good airflow, low noise fans for my pc

You don't really need PWM for case fans, especially if you use SpeedFan, but the PWM Silent Wings 2's are cheaper than the 3-pin model right now. Aerocool DS 140mm fans are solid and available in red/black, but not PWM and they come with the LED premium. If you're not married to red and black, the gray Noctua Redux series are outstanding and quickly becoming my favorite fans.

Aerocool DS are the best fans you've never tried.
